America puts $215m behind a fault-tolerant quantum computer

The US Department of Energy has launched the Quantum Genesis Q Competition, offering up to $215 million in planned funding to private companies that can demonstrate a fault-tolerant quantum computer with at least 100 logical qubits. Final applications are due by 19 October, after a virtual briefing for potential applicants on 25 September.
The department describes it as a first-of-a-kind competition aimed at machines capable of tackling problems in chemistry, materials, physics and applied mathematics that current hardware cannot reach. Entrants are expected to run scientific demonstration programmes as well as hit qubit targets.
How the money is split
The competition runs in two phases. Phase I pays fixed awards of up to $1.5 million each for early milestones. Phase II holds a $100 million general incentive pool, to be divided between awardees that demonstrate a first-generation scientifically relevant quantum computer with at least 100 logical qubits, plus two bonus pools of $50 million each for systems that reach 150 and 200 logical qubits.
Only $2.5 million of the total sits in fiscal year 2026 dollars, with outyear funding contingent on congressional appropriations. The scale of the goal is stated in operations rather than components: the department says it wants machines able to perform hundreds of millions of fault-tolerant operations.
A second pot for validating the claims
Alongside the competition, the department opened the Quantum High-Performance Computing Validation and Verification Testbed Lab Call, offering $45 million to its National Laboratories, of which $14 million is in fiscal 2026 dollars. The laboratories are being asked to build the capability to characterise and validate every layer of a quantum stack, from physical hardware and quantum gates through to logical architectures, algorithms, applications and the classical control systems around them.
The programme sits under the executive order on quantum innovation and follows the Blueprint for DOE Quantum Supercomputing and an Office of Science Advisory Committee report on a path to an integrated quantum future. Private companies compete for the awards; national laboratories apply for the validation work.
What 100 logical qubits actually means
Logical qubits are not the physical qubits counted in most hardware announcements. They are error-corrected units, built from many physical qubits whose combined behaviour is protected against the noise that corrupts individual ones. Reaching triple digits at that level implies thousands of physical qubits working under correction, which is why the department is buying a demonstration that the corrected layer holds rather than a larger laboratory rig.
Darío Gil, the Under Secretary for Science, said the competition would build a new era of computational power for the nation through public-private partnerships, and that it would drive scientific and technological discoveries that had previously only been theorised.
Our opinion
The incentive structure is the most revealing part of the announcement. A $215 million headline sounds like a programme, but the money is weighted towards outcomes: the largest single pot is the $100 million pool that only pays out on a demonstrable 100 logical qubits, and the two $50 million bonuses for 150 and 200 logical qubits are a public statement about how fast the department expects error-corrected counts to scale. That is a bolder wager than funding another laboratory build, and it puts the risk on the companies rather than on the taxpayer.
The quieter half of the announcement may matter more. Setting aside $45 million for national laboratories to validate and verify quantum systems is an admission that the field's central problem is not building more qubits but proving that the ones you have behave as claimed. If the testbeds work, they become the referee for every future logical-qubit announcement, including the winners' own. Only $2.5 million of the $215 million is committed in the current fiscal year, so the timetable now depends on appropriations as much as on physics — worth remembering the next time a 2028 deadline is quoted for a fault-tolerant machine.
